Possible Solution

I am having the same problem and found this:

If you do not run the Server Setup remotely but whish to do that locally through an X server you should install the package "libstdc++2.10-glibc2.2" (it's apt-gettable in Sarge; for Etch you can find it in the repository "oldstable" or just download it right here.).
Without it you will get the error message "Please edit your shell's DISPLAY environment variable to reflect an unlocked terminal that you would like to launch the Domino Setup Program on." on the console and "/opt/lotus/notes/70000/linux/jvm/bin/libfontmanager.so: libstdc++-libc6.2-2.so.3: cannot open shared object file: No such file or directory" in the "setuplog.txt".
The server itself will run just fine without the "libstdc++2.10-glibc2.2".

I haven't tested it yet and will try it next week.
